Military communications companies bear the main secret military equipment production tasks, and its project management often faces tight schedule, heavy task, high quality requirements, strict secrecy requirements, etc. It needs excellent project team and scientific project management methodology to ensure the quality and quantity to complete the task. However, the current secrecy management work is often lack of scientific management system and strict secrecy regulatory measures, and seriously out of line with the project management. It causes secrecy management poor relevance, poor timeliness and loopholes. What’s more, it becomes a heavy burden of the project management. More seriously, it even interferes with the normal process of the project, and becomes a huge bottleneck constraining project completion cycles. In this thesis, we conducted in-depth research and analysis about the problems of secrecy management in military communications enterprise. We conducted a systematic study focusing on the core elements of secrecy management, i.e. secrecy regulatory measures, secrecy regulatory staff size, and secrecy regulatory process. We proposed a set of approaches to secrecy management of secret project in military communications companies, which helps to improve the efficiency and effectiveness of regulatory, while reducing the impact on the normal development of production projects.This thesis makes a deep study of the secrecy situation in military communications enterprise, as well as the features, current situations and problems of secrecy management of secret project. Based on that, we propose a set of scientific approaches to secrecy management of secret project. Firstly, with the idea of genetic algorithm, we propose a tuning model of secrecy regulatory measures based on the secrecy regulatory data of actual projects over the years. Secrecy regulatory measures are optimized in combination based on the actual size of the equipment production, secret level, project cycle etc. to ensure the maximum effect of security management and solve the problems in it, in the mean time, to minimize the interference with normal production of projects. Secondly, we take the project scale, secret level and project cycle into account to identify the factors of secrecy staff size and determine the value of each factor, applying the FP-tree algorithm based on the statistical analysis over a large number of data from actual cases. Based on that, we design a calculation model for calculating the size of secrecy staff, and achieve a reasonable number of secrecy staff size. Thirdly, we propose a loop optimization scheme of secrecy regulatory process leveraging the idea of PDCA.Finally, we finish the thesis with a real equipment production project, in which above approaches are applied and analyzed. We then get the following conclusions: through the scientific use of secrecy regulatory mechanism optimization method, secrecy staff size calculation method and regulatory process management methods, the regulatory steps and the number of secrecy inspections can be effectively reduced and the depth of secrecy inspection be deepened. What’s more, the found problems are more targeted and the effect of secrecy education is significantly enhanced, resulting in the further enhance of personnel ideology. While, the impact of secrecy management to project management are significantly reduced.In a word, the application of the methods is successful with a high application and popularization value.
