The reform of politics speeds up quickly in recent years. As a main part of governmentinstitutions, the reform of institutions causes people’s too much attention. While in the reformprocess of institutions, public institutions occupy the entire institutions share70%. Therefore,the personnel reform public institution determines the success or failure of the political systemreform. In2009, the state promulgated the "2010-2020on deepening the reform of the cadrepersonnel system plan", which made a guiding arrangement for institution reform of thepersonnel system, personnel system reform of public welfare institutions have gradually put onthe schedule. For a long time, China’s public welfare institutions personnel reform follow theoperation mode of Party and government organs,"the mechanism is not vivid, combination isnot unreasonable, work is hard to carry out, the idea is backward" and so on. The speed up ofthe personnel reform of public welfare institutions, as an opportunity, we analyze the existingconstraints on public welfare institutions personnel management in operation, explore theadaptation of personnel management model in the development of the actual needs of the publicwelfare undertakings, which is particularly important.Hekou district is located in Dongying City, Hekou with increased attention activelyorganize and has thoroughly investigated with analysis and experience to have the completionof the stage of compulsory education schools as well as primary health care structures and otherunits of the personnel reform about the personnel reform of public institutions. Throughunremitting efforts, the effectiveness of the personnel reform of public institution in HekouDistrict is more obvious, which make its own contribution to the regional institution reform.The reform of the personnel system mainly on the leadership decision-making, post setting andperformance pay, whihc has made remarkable achievement. According to the reform of publicinstitutions, high difficulty, complex interests reform,reform resistance, the result is notobvious and other issues, Hekou District held a special meeting to study the deployment. Theyimprove supporting measures, intensify the work promotion on the system, process,management, capital and other aspects, measures. Hekou district basically has formed thepublic welfare institutions to improve the management structure, special leading group, areadepartments, schools, education and health departments. They linked up and down and form resultant force to promote the new stage of personnel reform for Hekou district public welfareinstitutions with years of hard work.This article is based on the importance of the personnel system reform of public welfareinstitutions in Hekou. We intensify the research on the personnel reform of public institutions.We begin based on the significance of personnel reform for public welfare institutions,problems, reasons, countermeasures of status, and explore the typical experience of domesticand foreign government departments or agencies in the personnel system reform of publicwelfare institutions and the best practices, continuously improve the level and effect of Hekoudistrict public welfare institutions personnel reform. About the article structure arrangement, weanalyze the background and significance of topics, discuss the specific content of personnelsystem reform of public welfare institutions in the first chapter,; the second chapter is about theanalysis of present situation, the personnel reform Hekou district public institution problemsand reasons; the third chapter is the revelation of the personnel reform of domestic and foreignpublic welfare institutions and the future development trend at home and abroad, whichexplores the personnel reform experiences and practices, and predict the trend of the personnelreform of public welfare institutions; the fourth chapter discusses the development strategies ofpersonnel reform of public institutions.
