Effective anti-corruption and establish clean a government become an urgent issue in different countries. At present, the development of E-government has become an internationally recognized effective way and the necessary choice for achieving good governance and improving the efficiency of public service. The practices in different countries have proved that the development of e-government is an excellent way to solve the contradictions between supply and demand of public service due to it is normative, time and space, autonomy and unique characteristics. Electronic monitor is a new field in the development of electronic government affairs, which is a part of the e-government extension and exploration. Electronic supervision is an essential measure and also a new way to prevent the corruption and construct a clean government and promoting clean government is a kind of innovation. With the rapid development of information technology, our government uses the Electronic supervision as a new approach in the prevention of corruption which is resulted from the combination of the technology innovation and the political system innovation to realize the supervision change from the traditional way to a scientific and overall way. An innovative full synchronous monitoring system is established in our country to let the public know the information, prevent the corruption in advance, and to supervise the government activities and ex post accountability in-step supervision system. The appliance of the e-government system can promote the work efficiency, standardize the public power, and optimize the work process. What’s more, it can reduce the human elements in the work to actively and effectively prevent the corruption in advance.The thesis studies the electronic monitor in our country using the E-government theory and the administration supervisory theory. The study discovers that, by applying the electronic monitor, the government work processes can be fully directional supervised so as to improve the government’s integrity. The paper firstly states the background reason of the selecting the title of the paper, the research significance, the literature review of the related studies and the innovation of the study. Then, the author deeply analyzed the problems of the Electronic supervision in our country after studying its present status. The paper proposes the measures to improve the construction the Electronic supervision in China by using the related examples and experiences at home and abroad. The author realized that constructing the Electronic supervision is long term, meanwhile, a very complicated project. It can not be accomplished without the participation of the government and whole society.
