The main performance of Administrative efficiency as the administrative ability is the basic indicators of government’s operation condition. The judgments of administrative efficiency are administrative costs, administrative efficiency and administrative effect; the common dream of human society is to pursue the high efficiency government. However, the poor efficiency of various administrative department of government is a problem which is difficult to overcome because of the defects of existing system and the weakness of human nature for many years. So with the arriving of the era of information technology, the traditional media and network present the trend of fast development. Therefore, supervision by public play a more important role in political supervision than any other kind of supervising mechanisms as "the fourth power" and become very efficient in administrative improvement. Supervision by public is a useful way to supervise and critic the malfeasance behavior of administrative department because of its characteristics of timely report, criticizing publicly and radiating widely.Supervision by public opinion turns into the inner motivation of administrative organs to enhance administrative efficiency through the external pressure of public opinion. The model from exposure, response, implementation to improvement vividly reflects the dynamic process. First, the media exposure the phenomenon of low administrative efficiency and it will cause the attention of the administrative department. Next, the administrative personnel response actively through the newspaper, television and network after investigation, and put out the solving method to execute the problem properly. Finally, finding out the reason and improving actively in terms of the problems reflected by the media. In the end, administrative department can improve efficiency, reduce cost, and achieve administrative effect diligently and efficiently.However, under the existing system and environment, supervision by public often encounters some difficulties during the dynamic process of improving administrative efficiency. For example, during the period of exposure, facing the supervision of public, some administrative departments always deceive and do not tell the truth. During the period of response, some administrative departments often escape to solve the problem. And during the period of performing, some of them work in the surface and that causes the difficult problems not to be solved. Even some problems which are handled properly in the beginning, during the period of improving, they may be difficult to keep the effects because of lacking of the matching safeguard mechanism. The reasons for that may be the unreasonable supervision mechanism, the unsound legal system, unreasonable evaluating mechanism and the low quality of civil servants. These problems have become a big block to improve administrative efficiency, and a hidden trouble of administrative system’s reform.In order to get out of the dilemma of improving administrative efficiency of public supervision, we must improve the journalists’ quality and form a comprehensive supervising system by functioning the inner-party supervision, NPC supervision, judicial supervision and democratic supervision on the basis of forming the mechanism of public supervision. At the same time, we should make the administrative department accept public supervision actively by improving the performing appraisal mechanism and straighten out administrative department’s attitude towards the public supervision, so as to improve the administrative efficiency gradually, to achieve the aim of honest, diligent, pragmatic and efficient, and making the function of right operate openly.
