Currently, our society into a period of rapid transformation, focus on highlighting the varioussocial contradictions and social conflicts, local crises and problems of each area are likely to leadto full-blown crisis of public crisis events occur frequently has become an objective phenomenonof social transition, relying solely on government forces has been difficult to deal with. NGOprofessionalism, flexibility, civil resistance and other characteristics, these features make thenon-governmental organizations to become a force to be reckoned in crisis management, and beable to make up for the field can not be taken into account by the government functions. As theemerging crisis management body, non-governmental organizations in China started late, theuneven development of the unique advantages of the non-governmental organizations is still nottruly be reflected in crisis management. So we should give the healthy and orderly development ofnon-governmental organizations to give more support, legal support, material security. Therefore,how to give full play to the public crisis management role of non-governmental organizations, tobecome an important issue to be solved in the crisis management in China has importanttheoretical and practical significance to study the role of non-governmental organizations in thepublic crisis management.Paper is divided into six parts: the first part of the introduction, which mainly describes thebackground, status and innovation of this paper, research priorities; outlined in the second part ofthe theoretical basis of non-governmental organizations to participate in public crisismanagement;part of the non-governmental organizations to participate in public crisismanagement feasibility analysis; fourth part discusses the factors restricting non-governmentalorganizations to play an effective role in the management of public crisis; fifth part of the UnitedStates and Japan and the UK NGO development in crisis management, for example, learn thesuccessful experience. The sixth part Countermeasures, explains how to improve thenon-governmental organizations to participate in crisis management.
