In today’s international society, non-international armed conflict has become unstable factors in the international security. Power to maintain peace and human rights as the reason, to military intervention to internal armed conflict means a country. There are different views on the conduct of parties. Based on the theory and practice of international armed conflict, military intervention legitimacy and the problem appeared in the actual implementation of the. The first chapter on the concept of non-international armed conflict, military intervention and the nature of the discussion, especially the concept of non-international armed conflicts are defined. That definition affects the legality of the judgment.The second chapter is in accordance with different main military intervention into a third country to interfere in the United Nations to intervene and for the legitimacy of the discussion. In addition to self-defense in international law, the United Nations is only able to legally be allowed to take the initiative to exercise force in doubt as to whether the United Nations to carry out military intervention in the internal armed conflict.
