At present, Government is actively promoting the construction of electronic government nationwide. Compared with project management, more attention has been paid to the technologies, which are used to realize the network, during the implementary period. However, project management, especially risk management, is of great importance for the projects. Lack of risk management will cause delay or failure of the projects. In the construction of electronic government extranet, risk management, including risk identification, risk assessment, risk response, risk monitoring and control, is significant for improving the project success rate and minimizing the losses.The risk management of Changsha electronic government extranet is studied. Firstly, the possible risk is identified using the combination of several methods, including Delphi method, brainstorming, project work breakdown structure, common sense, experience and judgment. Totally,26different risk factors in9categories have been identified. And then, these risk factors have been assessed using risk-weighted method based on the risk sort matrix. The probability of risk factors occurrence, the risk consequences and the influence of risk factors on the risk consequences are determined.11key risk factors are selected in total. Risk countermeasures were put forward on each key risk and listed in a table. Main countermeasures focused on risk prevention, risk mitigation, risk transfer and risk retention. The risk function is highlighted by resetting the risk management organization. Risk management can be improved through definitely confirming the responsibilities of different departments using Responsibility Assignment Matrix of key risk management. And then, risk monitoring and control method is put forward in detail. Finally, Risk management is implemented using PDCA cycle in4stages, planning, doing, checking and action. Suggestions are given for risk management.In this dissertation, the theory is connected with the real case. Based on the us age of contemporary modern theory, the risk of Changsha electronic government extranet project is analyzed objectively. Risk countermeasures are put forward.
