A Research Of Our Army Financial Management Problems

In today’s highly volatile international situation, the country’s development is imminent, how to ensure the country’s development, national development, we must pay attention to this topic. Various countries have military as seeking to develop the fundamental guarantee, however, the development of logistics forces directly affects the level of intensity of the fighting forces. How to improve the ability of military logistical support is the topic of our military which can not be ignored. Force financial management is the key to military activities,and serves as an important part of the military logistical support.As China’s economic growth rate continues to improve, gradually attracted much attention around the world, history tells us that no matter how powerful a country’s economy is, we need a strong military force as support to be better developed. Our country’s military power has been in an advanced level, but compared with some developed countries, there are still some gaps. To make China’s military forces more powerful, it is necessary for comprehensive reform. In order to better promote the rational allocation of financial resources to the military, to enhance the ability of financial security, the army’s financial management system reform is imperative. From our country founding to the year2012, China’s financial management had several adjustments around centralization and decentralization, mainly compartmentalized changes in the management system and coarse and fine differences in the method. In2012the division level following units merged into security, and further enhance the protection of the financial management force. In recent years, following with the need of emergency mobile operations, logistics is much more important, also the financial management is. The ancients said, horses, forage first, modern people say, in order to force a strong logistical support, financial management must be done well. Only with the good functioning of the financial forces that we can maximize the limited military forces into combat. Based on this, the paper selects the financial management of our forces as research topic, trying to make recommendations for the financial management of military.In research methods, the paper begins in the perspective of theory with practice, and take literature research methods, comparative research methods, deductive reasoning. By observing the stage of China’s military situation of financial management, combining with advanced military concepts of financial management, then I try to propose the idea of how to solve the problem of financial management in troopsIn order to have more extensive research and further study, this study focuses on an overview of financial management units, compared to the Anglo-American military forces financial management system and management model, analyzing the status of their financial management, pointed out the problem of the army in the concept of financial management, legalization, organization, monitoring mechanisms, operational level, and then conducted a cause analysis. In this article, I took advantage of some good financial management concepts such as Britain, Japan and other military powers, combined with the reality of our troops, put forward my views of how to solve our problems in the financial management units.In this article there are many shortcomings:the writing of this article is an exploration activity, analysis of many issues are still not deep enough. Some issues are difficult to carry out because of the confidentiality of data limitations.These two aspects should be the focus for future improvements.
