Analysis On Government Responsibility Of Hospital Management Of China

The hospital is the main provider of medical services; the government must assumethe liabilities in hospital management. Our government has taken reasonable duty on theeffective management of the hospital. But with the development of society, a lot ofproblems are appeared in the management of the hospital. The government’s lack ofresponsibility and misconduct are the key issues. Facing the new problems of hospitalmanagement with the social development, the government should change the functionsactively, and reform step by step, improve the mechanism of hospital in humanresources management, financial management, and environmental management, build anew, effective hospital management system, assume the public social managementliabilities on control, security, supervision and guidance, and promote harmonious socialdevelopment.This paper focuses on the research of the government macro control on hospital,rather than internal management in general hospital. For the internal operation andmanagement of the hospital, the government should make full decentralization andwithout too much intervention, and should give enough operation management rightwithin the certain framework. The duty of the government is control, security,supervision and guidance of hospital management.In this paper, taking the current liability of hospital management of the governmentas the theme with modern management theory, discuss and define the connotation and denotation of the hospital management and the liability of the government, analyze thelack of liability and the reason of the government in hospital management, referencehospital management experience in American, Germany and the UK on the basis of ournational conditions, forward the strategies of control, security, supervision and guidanceto the government in the hospital human resources management, financial resourcesmanagement and environmental resources management, and put forward thesuggestions and reference with a view to the responsibility of the government in thehospital management.
