Study On Prepaid Consumer Protection Countermeasures In Shaoxing

With the development of social economy in our country, consumption attitudes and patterns of consumers are becoming more and more diversified. A new kind of consumption patterns-prepaid consumption appeared. It does not only win the favor of consumers, but also a growing number of operators. Especially in recent years, prepaid consumption is booming. However, in the actual process of consumption, there are many various situations damaging the interest of consumers. It makes the prepaid consumers to be in trouble, and it’s not conducive to the development of the prepaid consumption and Chinese economy. Therefore, this paper will study on the prepaid consumption in Shaoxing and try to look for a protection system about rights and interests of prepaid consumption. This system will applicable to other cities or even our country, and will provide a reference for the perfection of relational legal.This study mainly focuses on the following parts. First of all, it makes an introduction of prepaid consumer’s interest protection, and gives the definition of prepaid consumption as well as making an analysis of its quality and main features. Meanwhile, it introduces the legal status of the prepaid consumers and the related legislation at home and abroad, so as to learn and adopt experience for our legislative system. Secondly, through the introduction of the status quo of prepaid consumption, the complaint data and typical cases in Shaoxing, this study finds out the problems of prepaid consumption in Shaoxing, and introduces the existing pathways of protection about consumers’ interest as well as evaluating their effectiveness. Furthermore, it makes an analysis of the reasons for the infringement of consumer’s interest from the perspectives of legislation, regulatory, market, and consumers. Finally, it studies protection countermeasures for prepaid consumer in Shaoxing mainly from the following three aspects, the legal system, the regulatory system and social prevention system, so as to build a protection system for prepaid consumers in Shaoxing. In summary, the major innovations of this paper lay on its typical case studies and thorough analyses, giving some suggestions about the ways to build targeted, all-round, and systematic protection countermeasures for prepaid consumption in Shaoxing. Nevertheless, there are some inadequacies in the paper since in-depth study on the latest laws and regulations needs to be further strengthened.
