In China, civil servants are a large number of occupational groups. To maintain the overall quality of the occupation groups, improve the work enthusiasm, initiative and efficiency, the dismissal system is needed to stimulate. Only through the effective implementation of the system of civil servants dismissed and broaden civil servants "export", the problems of weak work enthusiasm and initiative, low efficiency and overstaffing at work, which are caused by the poor circulation mechanism can be solved.For researching the dismissal system,this paper selected the sample of Guangdong province and made use of laws and regulations of the province’s official dismissal system as well as scholars’ research material data to analyze dismissal system’s drawbacks and origins; Then the thesis took the regulations and procedures of the civil dismissal system in Guangdong province to compare with the practice of civil dismissal system in the United States, Canada and France, exploring the common and differences factors and summing up the experience and enlighten ideas. In the comparative discussion with our national situations, the thesis took the career environment, specific provisions of the relevant laws and regulations, the civil service appraisal system and security system as the mainstay, to find a solution to the problems in the system of civil servant dismissal and provide a useful reference for perfecting the theory and effective practice of the civil servants dismissal system.
