Multivariate interests system is a unity of opposites which is maintaining of relative balance and relative stability. It’s a stabilizer with the function of social stability. Balance of interests system by public policy from the perspective of global and system and forming a relatively stable framework of interests distribution is the the internal requirement of Socialist System which includes fairness, justice and democracy. There has been a profound historical accumulation by The Communist Party of China (CCP) and the People’s Republic of China (PRC) to balance interests by public policy in theory and in practice. The anti-Japanese national united front which was built by CCP during the anti-Japanese war period and the multi-parties collaboration and politic conference system which was built by PRC when it founded are all the creative production of interests balance by public policy under historical and realistic conditions. The advent of the network times and the development of new information technology are not only giving a higher requirement for interests balance by public policy but also giving a more broad space for its practice. Therefore, the study on approaches to interests balance by public policy should absorb the experience from the success of history practices, deeply analyze the existing approaches to interests balance by public policy for their values and limitations, give new requirements of interests balance by public policy which are brought by the changes of information technology and the ways of communication in network times, study out how to improve the existing approaches and what the new approaches adapt to the times.
