Research On The Reform Of Primary Government Agency Under The Background Of Super Ministry-system Reform

March14,2013, The12th National People’s Congress meeting,adopted a decision about institutional reform of the Central People’sGovernment’s and program about functional improvement, whichopened a new round of reform of government institutions. From1982to now, China’s central government carried out a total of six completereforms of government institutions. In these six governmentinstitutional reforms, the number of government agencies and staffare greatly reduced, the administrative costs were compressed andthe functions of government were changed, so that the government’sadministrative efficiency has been greatly improved. As our mostdirect administrative organs, the local Governments are also facing alot of the same problems with the central government in particular theadministrative process. The basic government’s institutional reformhas become very necessary and urgent. In2008, the CentralCommittee of CPC launched the sixth reform program of governmentinstitutions. In2009, the government of Guangdong province makeShun de which belongs to F o Shan, the pilot for experiment of basicgovernment’s institutional reform.As the representative of the basic government’s institutionalreform, Shun de District in FO Shan city lifted the big screen of china basic government’s institutional reform. The basic governments madea lot of achievements through the institutional reform. First of all, thebasic governments made a lot of achievements during the period ofinstitutional reform. For example: abolished many departments withthe similar or same functions; shunted a lot of government staff;transformed government functions and so on. These measures havehelped to streamlining government departments and staff, reducingthe government’s administrative costs. After restructuring thedepartments, the working efficiency improved significantly. Behindthis series of achievements, there are some problems. These issuesbrought a gross of obstacles, which affected the process of basicgovernment’s institutional reform seriously. These problems mainlymanifested in several ways: the difficulties about docking betweenthe lower levels of governments and the higher levels of governments;the problems about unclear responsibilities and powers ofgovernment departments; the difficulties about personnel issues afterthe government institutional reform. These problems can be resolvedin a reasonable or not, related to the success of the basicgovernment’s institutional reform. On the basis of a plenty ofinformation about the basic government’s institutional reform, theauthor revealed the general rules of the basic government’sinstitutional reform and some problems of it, In order to analysis of theproblem of the basic government’s institutional reform multi-angledand find a reasonable way to solve these problems ultimately.
