Research On Finance System Reform And Governance Ability Improvement Of Hexian

Local government management has a directly influence on the public policy and implementation effect of the public policy, and the social stability and development Grass-roots finance is the foundation of the existence and the normal operation of the political power, but also the basis of the focal government management The financial condition of the local government determines and affects the local government management performance in different aspects. This paper takes a case study through the analysis of the data and datum from the anger of the county finance and the present situation of the focal government management in the case of Hexian in Ma’anshan Anhui province.First of all, this research explore the governance management background in a theory basis of the domestic and foreign academic research on focal government management and public financial, also as a basis of practice from the case of the current economic, political and social development, as well as specific fiscal system and policy. Then the author takes a quantification analysis of the government management ability in Hexian from the aspects of the economic ability, governance ability and public service ability. The final performance of the management ability is the ability of public service, and the service ability bases on the ability of finance and economic. The main part of this paper constructs a framework of the local government management ability from the aspects of economic policy, regional GDP, industrial structure, which analyzes the government’s economic capacity. I also analyze the fiscal capacity of focal government from the present situation of public finance system and the achievement of the reform, also from the anger of the financial revenue, fiscal expenditure and financial balance ability in Hexian. Also take a study of the focal government’s public service capacity from the aspects of the public services payment and the construction of the public services which includes education, healthcare, social security, employment, agricultural development This article tries to analysis the achievement and shortcomings of the focal government management on the basis of comprehensive research, and discusses the way of government management reform.Secondly, this paper designs the frame of the thesis through the method of combining theory with practice, based on a large number of literature study and empirical study, referring to many kinds of research ideas. The datum and data through field investigation which comes from each year statistical bulletin, local records and statistical yearbooks, is the basis of this study. Also the author repeatedly goes to the financial department, auditing department, the county government in Hexian to have some researches and in-depth interviews with subject investigated, in order to obtain the greatest extent of first-hand data which has a high reliability and make the research has very strong practical significance. In the end, the author gets a comprehensive conclusion from the quantitative analysis and qualitative analysis and has a discussion on issues related to public finance and local government management reform interaction mechanism.Finally, this article tries to analyze the related fectors which affect the local government management through case study, empirical study on representative regions, and then extended to a wider scope, which tries to build a frame of local government management ability. Then we discuss the achievement and existing problems in government management currently in the angle of the public finance, put forward the corresponding countermeasures, seek for the direction and the way of the local government management reform in Hexian, find out a new mode of focal government management reform, and have a prospect of the establishment of the public financial management system and local government management interactive mechanism.
