In recent years, Liaoning Province, to promote the development of services asthe most important economic, structural adjustment, continue to transform andupgrade traditional service industries, vigorously develop modern services. How toprotect modern services in a market economy will be smooth, the Government’s newpublic management tools how to effectively manage the modern service industry,namely the performance management of government services administration becomesextremely important.In this paper, based on the theory of public administration from the status quo,Liaoning Province, performance management administration services to start,analyzes the content being implemented to manage the performance assessmentinstead of the lack of performance management issues, the study found that theexisting index system only provincial Government department or bureau levelperformance appraisal system, the service sector specific government departments,lack of relevance, especially for the management of performance managementhomogeneity index correlation is not strong, resulting in performance management tothe point, the subject of performance management is not clear, lack of effectiveinter-sectoral cooperation within the industry to assess the system is imperfect. Icombine the characteristics of the service sector in Liaoning Province, theperformance evaluation index system, extended to the performance managementsystem, to build a " test, evaluation, proposed" dynamic management mechanism asthe main industry of new performance management program.
