Since the18th plenary session of the CPC, the party has been deepening its reform of the cadre and personnel system with an aim at standardizing the system of election and appointment of cadres so that hard-working, virtuous, upright people of firm conviction can be chosen to be party or government leaders. In order to achieve this aim efficiently and scientifically, it can hardly do without the use of various effective talent-evaluation technology including job analysis methods. Nowadays, job analysis methods, adopted widely in the actual process of the competitive selection of cadres of the party and the government, can meet the basic needs after the continuous exploration and practice but also undergo the challenges of continuous perfecting and innovation.This paper starts from a theoretic analysis indicating the necessity of job-analysis methods used in the selection of leaders which establishes the basic analysis framework. The application of these methods is essential in the selection of leaders and assessment of talents from its value stratification, because it helps deepen the reform of personnel system and perfect the talent selection and evaluation process. Based on the characteristics of position-analysis, the position-analysis of competitive selection should comply with the four cardinal principles including promoting the completeness of system by planning, promoting scientific and standard by strict discipline realizing effective work by precise description and simple and easy to do. And in the process of the job-analysis of competitive selection, the functions of job analysis in the evaluation of qualifications, written texts, interviews should be refected differently. In addition, based on the principles and functions of job analysis, this paper analyzes three typical cases and discuss how it can provide technical support to guarantee a democratic, fair, competitive leader selection in the process.In the end, the paper lists the job-analysis methods’ restrictive factors including old concepts and systems as well as technical issues, and put forward some solutions for reference respectively such as to strength our sense of position analysis, set up scientific processes and reform our systems.
