On the background of dramatic development of Internet and telecommunication,the on-line games industry also has a leap development. According to the old modeof business operation, form the delivery to the consumers of the goods to the end ofconsuming process, the value attribute of goods gets the final embodiment.However,as for the newly emergent online-games,the operating companiesrecommend them to the players. In turn, from the acceptance of on-line games by theplayers, the value attribute of on-line games can be achieved by the on-line gamescompanies through providing services to the players. Different from the traditionalbusiness operator, the on-line games operators, which provide online games andservices, should have proper administrative supervision. However, the lack ofrelevant legal system, for example, the multi-supervision by different departments,the overlap of supervising function, and the ineffectiveness of supervision for theminors, calls for reasonable legislation.On the basis of administrative supervision theory and based on theadministrative supervision of on-line games, this paper lay analysis on the legislativestatus of the administrative supervision of on-line games. At the same time, thefollowing questions are listed in the paper. First, the regulatory bodies of the on-linegames are multivariate. Second, the subject qualification norms of on-line gamesoperators are unclear. Third, the standards of review principles of on-line gamescontent are unspecific. Fourth, the regulation of on-line games operators’ behavior isinsufficient. Through the analysis of legislation for on-line games of USA,Japan andKorea, the experience of the emphasis on minor protection, grading approvalsystems for on-line games and anti-addiction request for the online games systemhave vital drawing meaning. On the basis of the above research, the relevantsuggestions for supervision legislation of online games are listed.This paper arrives at the following conclusions. First of all, we should make theregulating body and the responsibilities of on-line games supervision clear through relevant legislation. Secondly, the market access qualification for the on-line gamesmarket should be formulated. Thirdly,to standardize the content of online games andthe behaviors of online games operators. Fourthly, the exiting mechanism of onlinegames should be improved. All in all, all the above suggestions can help to protectthe physical and mental health of the minor and promote the orderly development ofthe on-line games market.
