Research On The Informationization To The Party’s System Construction Influence And Countermeasures

The Eighteenth National Congress of the CPC put emphasis on institution building to a prominent position. In the new era of rapid development for information society, the external condition is complicated, same as the domestic environment, the society contradictions are getting more and more sharp. Our party must highly strengthen institution construction and improve the scientific level of the Party, in serve of the Party building along with the continual changing environment.Currently Informatization is the mainstay to lead the developing trend for the whole world, which takes Internet technology and other high-tech sectors as the core. As an advanced, typical of new productive forces, it has a profound impact on the political landscape and the social structure of the world. The interactive and virtual information networks have mixed the whole society organizations in a huge information network, particularly for the social political environment and political life. To the party self-building, it also affects the traditional and consistent concept of governance and institutional modes. In this situation, the effective use of information network technology to enhance the party’s system, the party’s institutional mechanisms running orderly and correctly, become the main points in the construction of Party.This paper is divided into four chapters, discussing the relationship between the Informatization and party-building. The first chapter is an introduction to research background, significance, status and thoughts, aims to pave the way for the following parts. The second chapter focuses on the positive impact of Informatization on Party’s system construction; this is the main part of the paper, taking the active role played by information technology as a starting point and then elaborating the advancement of institutional improvement scientifically and systematically, democratic participation, the self-improvement of party institution construction. Chapter III lays importance on the negative impact of the Informatization trend, which includes the points of institution operation mechanism, grassroots organization construction, the establishment of network security system, democratic centralism and finally comes to the monitoring of public opinions. The fourth chapter puts forward the suggestions to strengthen party’s institution building, also poses an echo to Chapter III in content, propose solutions for problem solving, including information train building, strengthening grass-roots party organizations, optimized Party system construction environment, enhance network security mechanism, dredge network government channels, improve democratic centralism, improve the warning monitoring mechanisms, strengthen the Party spirit cultivation and build up a government of righteousness and justice, expand the networked styles of assessment within the party, perfect the performance incentive mechanism of the party member.
