Study On Improving The Efficiency Of Administrative Centre

New public service theories and scientific development in terms of administrative efficiency and its practical experience are premise and foundation in promoting administrative efficiency. This paper explores ways and principles of promoting administrative efficiency based on analysis of public service administrative efficiency in Yan Cheng Economic Development Zone.Yan Cheng Economic Development Zone is of the national level with prominent administrative efficiency in public service. But survey shows many problems in its construction of administrative efficiency. Elements which restricts its promotion includes poor administrative notion, chronic administrative system, limited administrative resources, lack of efficiency management and staff of low quality. Yet, reform of Yan Cheng administrative management system, construction of office style of work, national strategy of cultivating Jiangsu coastal areas and development of Yan Cheng Economic Development Zone provide motive power for promoting administrative efficiency.Based on the requirement of building service-oriented government and new theories of public management, promotion of Yan Cheng Economic Development Zone administrative efficiency should follow the principles of taking into consideration all needs with public interests as the core element, making public service precursor with quality as priority, promoting efficiency with orientation of fair and justice, making government affairs public by encouraging public involvement and innovating new system with honesty and high efficiency.Thus, ways of improving Yan Cheng Economic Development Zone administrative efficiency include changing administrative notions, making goal of administrative service clear, balancing organizati0on levels, expanding the administrative scope, making terms of reference clear, exalting basic level executive power, adjusting financial expenditure, reducing the administrative costs, producing strict evaluation of performance, building strong inner excitation mechanism, optimizing the administrative process, inventing ways of public service, expanding public participation, promoting administrative response, strengthening supervision on efficiency, polishing up economic development environment and organizing education and training to improve administrative ability of staff.
