Civil Procedure Law that added to the civil public interest litigation system was revised in2012, the Civil Public Interest Litigation System was first into the legislation in my nation, as a new legal system, especially while the Civil Public Interest Litigation System develop lately and slow in our country, the beginning of it must be accompanied by a large number of problems,it need continue to be improvement in the future.Qualifications of Civil Subject can directly affect whether the procedure could be proceed smoothly or not. Therefore, this paper mainly researched on the Civil Public Interest Litigation of Civil subject, and tried to improve the qualification of subject from the perspective of promoting the development of Chinese civil public interest litigation system. The first chapter focuses on the research background, significance, ideas and research methods and possible theoretical innovation. The second chapter talks on the basic theory of the qualification of civil public interest litigation, in order to have good understanding of the concepts for reader; The third chapter introduces advanced foreign experience; The fourth chapter focuses on analyzing the qualification status of public interest litigation in our present problems; The fifth Chapter discuss on proposal how to improve the Public Interest Litigation perfect subject qualification.
