Study On Equalization Of Basic Public Services In Urban And Rural Areas Of Cheng Du

The equalization of basic public service is a breakthrough for the development of urban and rural areas as a whole, whose essence is that government is responsible for the subsistence, development and improvement of all the people and provides the uniform basic public goods and public service. The equalization of basic public services beneficial to break China’s unique urban-rural dual structure and make the integration of urban and rural development realized. At present, China’s rural public service supply is insufficient with low degree of equalization. It’s of vital significance to vigorously promote equal basic public services because the coordinated development of urban and rural areas can be achieved, consumption promoted, income distribution adjusted and social equity and justice promoted and so on.The comprehensive evaluation method has been applied in this article to measure the degree of equal basic public services between urban and rural areas of Chengdu, the city which is the research object in this article because it is the "National coordinating urban and rural comprehensive reform pilot area ".The whole process is carried out on the basis of organized related concepts and theories of equal basic public services and of the current situation of the development of basic public services between urban and rural areas of Chengdu and its point of penetration lies in the urban and rural basic public service supply differences in Chengdu. What’s more, the article contains a further analysis of the main problems facing Chengdu urban and rural basic public services equalization based on which the corresponding countermeasures and suggestions have been offered.The full text is divided into five chapters:the first chapter is the introduction that mainly introduces the equal basic public services between urban and rural areas of Chengdu of the selected topic background, research significance, the definition of the core concepts and research design. The second chapter is literature review that gives a brief explanation of the research status of equal basic public services at home and abroad respectively. The third chapter is about development situation of equal basic public services between urban and rural areas of Chengdu. It mainly introduces the macro situation of Chengdu, the present situation of basic public services between urban and rural areas, the differences between urban and rural basic public services supplies and the cause of them. The fourth chapter is the evaluation of urban and rural basic public services equalization in Chengdu. The method of quantitative analysis has been applied in this paper to evaluate the degree of equalization of basic public services between urban and rural areas of Chengdu, and then evaluation analysis has been made, and its major problems of equal basic public services have been found. Chapter five is about suggestions for the improvement of equal basic public services between urban and rural areas of Chengdu. To address those existing problems, several suggestions have been put forward such as deepening the reform of household registration system, management system and service mechanism; expanding the public finances and optimizing the allocation of resources; improving the transfer payment system; continually pushing forward relevant system integration; building service-oriented government and strengthening the construction of legal system in the field of basic public services. The last chapter is the conclusion. It’s the summary of the paper with some shortcomings of the paper mentioned and possible research directions in the future.
