Research Of Basic Public Cultural Service Equalization In The Rural Pastoral Area In Inner Mongolia

Since China’s reform and opening up, China’s rapid economic development, let people’s demand level rising from material needs to spiritual needs.China’s economic development is not balanced,and the urban and rural dual structure, lead to the development of basic public cultural services in rural lagging behind the city.The development of basic public cultural services in urban and rural is non-uniform. After entering the new century, our country strengthen the construction of the socialist new countryside and new pastoral areas,and created unprecedented opportunities for the development of the rural pastoral areas,then the public service of rural pastoral areas has begun to get people’s attention.Under the party and the state vigorously called for, the Inner Mongolia autonomous region is to strengthen the construction of the system of basic public cultural services, after years of efforts and struggle,the construction of basic public cultural service system has achieve significant achievements.However, public cultural service development gap between urban and rural areas in Inner Mongolia is larger, the urban and rural dual structure, single supply main body, assessment supervision mechanism is imperfect, led to the public finance of rural pastoral area is less mass in Inner Mongolia, lack of public cultural services, and cultural rights of farmers and herdsmen cannot get effective guarantee.Therefore, must change the traditional idea, formate multivariate supply mechanism of public cultural services in rural pastoral areas,increase financial input to the public cultural services in rural pastoral area, cultivate professional talents of public cultural services in rural pastoral areas, perfect assessment supervision mechanism of public cultural services in rural pastoral areas, and to ensure the basic cultural rights of farmers and herdsmen in the form of law. Only in this way, can fully meet the needs of farmers and herdsmen increasing spiritual and cultural needs, improve the comprehensive cultural quality of farmers and herdsmen, promote the equalization of basic public cultural services development in rural pastoral area.
