This thesis is based on the study of theory, literature, and practical methods to identify systems and fundamental municipal government departments of information resource sharing solutions. Studies have found that municipal government departments are at the core of the e-government information resources sharing, but also bottlenecks hindered the development and application of e-Government, the Government’s ability is far from meeting the public’s demand for public services. With the rapid development of information technologies, technology development and innovation alone have been unable to solve the problem of Government information resource sharing, had highlighted to government systems and reforms. So, to solve the problem of municipal government information resource sharing, you must start from the transformation of government functions and the reform of administrative, information resource sharing mechanism combined with local government departments, plus the technical development, internal and external synergies, systematically address city government information resource sharing issues. This thesis introduces municipal government information resource sharing of bayannur, finds out current issues, analyses these reasons and put forward countermeasures. The author considers that research on Government information resource sharing is a system engineering, system analysis. Not only research on Government information resource sharing mechanisms, but also take administrative setup and ideological understanding into account, to analyze the problem clearly and thus propose a comprehensive strategies including the use of Government Chief Information Officer management system to solve institutional shortcomings.
