Resource-based cities refer resource exploitation, development and utilization asleading industries and the economy relying. They play an important role in promotingthe sustained and healthy development of China’s national economy and also as animportant support base of energy and resources. Resource-based cities make a verylarge contribution on stabilizing coordinated development of regional economy,accelerating the transformation of economic development, promoting new industries,new urbanization and achieving a comprehensive well-off society. But with thedepletion of natural resource which resource-based cities live on,the main business inthe city is on the verge of collapse, cities face on a series of questions such as sloweconomic growth, a shortage of financial resources, ecological damage, difficulties inliving, employment pressure surge.According to the background, take Ben Xi, Liao Ning province as anexample.This paper analyzes the difficult problems on the current resource-exhaustedcities vocational training for public service using the theory of administration, education,economics and combine the policy that central and local government departments havelaunched efforts to increase vocational training. Drawing on the basic model and thespecific approach which used by developed countries and regional governments to easethe employment pressure, promote transition of resource-exhausted cities in the respectof providing resource-exhausted cities vocational training for public service.Government Responsibility in resource-exhausted cities vocational training for public service is discussed in this paper.The main research work in this paper:Firstly,the related concepts and theories of the resource-exhausted cities vocationaltraining of public service issues are explained. Including the basic meaning ofresource-based cities, definitions on resource-exhausted cities, the basic meaning ofvocational training, the basic meaning of public service, the main point of the theory ofhuman resources. Collate the government responsibility in the public service, clarifythe basic domain thesis, combing the main points related theories and provide atheoretical basis for subsequent research papers.Secondly, according to the characteristics and importance of theresource-exhausted cities vocational training, the papers focus falls on the governmentto provide vocational training for public service. Focuses on resource depletion facingthe resource-based cities, the main business on the verge of collapse, a large number oflaid-off workers,re-employment needs. Mostly due to labor-intensive enterprises themain business, the original single enterprise workers vocational skills are very narrow,and there are many physical type re-employment of workers who do not have thereorientation of production skills. At the same time due to resource-exhausted citiesshrinking industrial enterprises and government fiscal and financial difficulties, newworkers can not install the missing placement of the carrier, the whole city economycontinues to decline. Making conversions on slow business, government successivenights, new corporate training platforms are extremely scarce.Then, analyze the causes mentioned above resource-exhausted cities need toaddress the problem, identify vocational training which can make new workers andre-employment laid-off into the enterprise, and vocational training can also promoteindustrial development, which is a resource-exhausted cities government strategyreflections on the responsibility. And for the case in Benxi, drawing on the German Ruhr mode.Finally, the paper gives recommendations, first resource-based city governmentshould plan early, long before the early hands-on, when the resource is notdepleted,they should consider converting, this is because of the government and somestrategic thinking. Second, take vocational training as a priority, a central policy clearthat provincial policy should support resource-exhausted cities, to come up with aconsiderable portion of the funds to do vocational training, but also to mobilize socialforces to participate in, and make the appropriate scientific training programs. Alsopointed out is that vocational training for public service is a resource-exhausted citiesconverting the golden key.
