The establishment and development of the Peace Corps, was one of the bestillustration that showed the American soft power, therefore, the research of the PeaceCorps is an emphasis of American soft power. In the initial stage of twenty-firstCentury, when the George W. Bush was in charge of the white house, facing theproblems as the international situation changes and terrorism, the Americagovernment recognized that the soft power can play an incomparable role than thehard power in the diplomacy. It is also an opportunity for development of the PeaceCorps, however, the peace corps must adjust itself in order to meet the demand of thetimes.This report will discuss this issue from following aspects:The second charter is a review of the Peace Corps before the George W. Bushadministration. According to each president’s opinion towards the Peace Corps, it willdivide into three stages, in order to reveal the theoretical basis and historical origin ofthis organization.The third charter describes the support and development of the Peace Corpsprovided by the administration of Bush especially in the prevention of HIV. Theestablishment and the improvement of health care system, safety and secure system,and the evaluation system of the Peace Corps. According to the official reports of thisorganization and the quarterly ‘Peace Corps Times’, this part discusses the essentialof revolution, and summarizes the core process and direction of the Peace Corps.The forth part introduces the reason that George W. Bush paid attention to thePeace Corps is to implement Counter Terrorism Strategy and meet the requirements of the U.S. people, rather than to develop the Peace Corps. However, we have toadmit that the starting point of the George W. Bush administration is different withthe Peace Corps, but they do provide a good environment for the Peace Corps. Thenthis article provides the details of security issues in this organization. Basing on thedata, as the female volunteers increasing yearly, the number of sexual assault is alsoincreasing. Therefore, the security of these female volunteers has been an urgentproblem. By showing amount of evidences, this part illustrates the seriousness ofsexual assault and the positive attitude of the Peace Corps official to expose the darkside of this organization.The last charter compares the Confucius College and the Peace Corps, andprovides several suggestions to the Confucius College on evaluation system, safetyand secure system, collaboration, volunteers, basing on the experience of the PeaceCorps development.
