Since the establishment of PRC, China has been obsessed by Taiwan issue whichhas become even more complicated because of America’s interference. US policy onTaiwan has an immediate impact on the development of Cross-Strait relationship, so theresearch on procedure of making policy towards Taiwan in US is necessary andmeaningful. By means of doing research on how American congress affects Taiwanpolicy-making procedure, we can understand the basic principles of making policytowards Taiwan and factors which are able to affect the decisions made by the congress.Text of this thesis is divided into four parts.The first part is about the analysis on the importance of this research on the U.S.Congress in the terms of theory and the legal principles of making foreign policy. Intransnational relations-domestic political analysis paradigm, research focuses ondomestic politics structure. American "Constitution" stipulates the president andCongress share the power of making foreign decision, but the ambiguous expression of"the Constitution" causes an scramble between the president and Congress fordiplomatic power.The second part explores the main performances of the American Congressinvolved in Taiwan policy, mainly security policy and political policy towards Taiwanthat the Congress plays a negative role in most cases.The third section briefly describes ways of the U.S. Congress enacting impact onthe Taiwan policy. There are legislative proposals, resolutions, policy statements, supervision over administrative departments, congressmen’s visit to Taiwan and TaiwanCaucus.The forth part analyzes the motivations which can affect the U.S. Congress’s policytoward Taiwan. From domestic and foreign aspects, personal, social and political factorsare summed up.China and the U.S. possess completely different country political systems respectively.When the political system has an impact on the country ’s foreign policy, it should beused as a very important factor to be considered and studied. The U.S. Congress and thePresident share diplomatic power in the legislative and other ways, setting heavyobstacles for the development of cross-strait relation. However, this does not and willnot hinder the pace of China’s reunification. After a review of the factors which caninfluent the Congress’s policy on the Taiwan issue, we can come to a conclusion that theCongress is just a trouble maker, and is unable to completely change cross-strait relation.China could use various means of remedy in the political, economic, and culturalaspects, reducing friction and unfavorable factors which are manufacturing obstacles forChina reunification.
