From Centralization To Decentralization: Reform Of Social Security Administration In China

China is a traditional unitary nation, the central government of which controls the local governments by commends. Although the central government has taken some decentralization measures in recent years, but those measures only point to the economic field not to the social security administration. In the area of social security administration, the managing way of the center and the local is centralized, which is the analytical topic of this paper as well. First of all, the paper uses the "authority-to-responsibility" as the analytical frame, points out the problems of the management of Chinese social security system. On the one hand, the center intervenes the local’s management in a compulsive way, which broke the autonomy rights of the local government. On the other hand, the government centralized meanwhile shirking responsibility which made the responsibility and the power between the central government and the local government cannot keep the balance in a large extent. Given to this situation, the paper argues that the system should be centralized to decentralized;Secondly, the paper will specifically expatiate the concept and connotation of vertical decentralization, and provide enlightment to reform of the social security system in china; Thirdly, as decentralization is recognized as a good solution to deal the problem of society system, the paper expounds to a decentralization movement in1980s in the western countries, and takes the American and England’s decentralized revolution as examples to be references of China. Finally, this article points out three basic principles to construct the social security management system in China:the decentralization principle, power-to-responsbility principle and the balance principle. Besides, this article takes the two path selections as references to improve the rights partition situations of social security management system between the central government and the local governments.
