The Chinese government intends to pursue the development of a government worthy ofbeing called civil, and it is an ideal model to strive towards. Service-oriented government is thefinal goal for political progress: it is an ideal type of government that provides a new example forsocialism with Chinese characteristics. Therefore, service-oriented government not only reflectsthe current developmental progress of Chinese political civilization, but construction of aservice-oriented government also advances the evolution of Chinese political civilization.However, after the goal of service-oriented government was explicitly written into the scheduleof the government progress through years of effort, no appreciable progress was made, at leastnot on key indicators. Hence, execution of a service-oriented government requires much moretime and effort. In addition, service-oriented govemance is adapted from foreign models ofgovernment. Consequently, implementing a service-oriented government would also requireintegrating both traditional culture and contemporary conditions of China. It would also need toinherit the prior developmental theory of Marxism, Mao Zedong Thought, Deng XiaopingTheory,“Three Represents” and the Scientific Outlook on Development,which have beencompletely successful. Recently, new political conditions prevailed, especially those based onthe directions of the Third Plenary Session of the18th CPC Central Committee. Thus, it becomesnecessary to open a discussion about of the current landscape of political civilization,which willlead us to review the significance and the connotations of a service-oriented government.The aim of this research thesis is to explore the general context and current circumstancesof a service-oriented government, elaborate upon the definition of a service-oriented government,and discover the obstacles to a service-oriented government in terms of an evolving politicalcivilization. Therefore, this thesis will provide an original roadmap for the progression ofestablishing service-oriented governance.This thesis contains four main chapters:Chapter one introduces the research background, significance, and primary points of theoriginal research.Chapter Two explores the concepts and theories, explaining the two main basic concepts,which form the foundation underlying the theories and relationships between these theories. Chapter Three describes the main type of government and its developmental progress,analyzing the factors behind construction of service-oriented government and listing theproblems and difficulties in the executing a service-oriented government.Chapter Four elaborates upon the progress of service-oriented government in the currentlandscape of political civilization, and provides an outlook of further milestones to achieve in thepursuit of service-oriented governance.
