The faster recovering and the mass rising of Asian countries have drawn attention to the world since the financial crisis of2008. The United States, as a long-term leader of the international system, took for granted:someone challenged its unique international prestige. Shifting the priority to the area of Asia-Pacific was the first thing for the new government. Reasons for the shifting were diverse, in which the developing of Asian countries contributed a lot. The ASEAN could be harnessed for the US, because on the one hand, its internal structure is relatively loose, but on the other hand, it has a huge economy. Strengthening cooperation with the ASEAN, equally on the surface but in favor of the US substantially, would benefit a lot for the US. And making a new development with the ASEAN is one of the most important parts in the strategy.This passage is divided into three parts. First of all, the elaboration was made about the presenting of new Asia-Pacific strategy of the US and its influence on the Asia-Pacific structure and the ASEAN. The presenting and promoting of the strategy walked through a long process, which included efforts made by politicians and scholars for the preparation and propaganda of the strategy. As the manifestation of putting the ASEAN as the strategic pivot, the US was making a development with the ASEAN. Secondly, stating the content of the new development between the US and the ASEAN in aspects of politics, economy and security. In politics, to shorten the distance with the ASEAN politically, American politicians visited its member states frequently; to regain and keep the leadership in the aspect of economy, the US expanded economic exchanges and signed cooperation agreements with members of the ASEAN; in security terms, strengthening relationships in both traditional security and non-traditional security and signing security cooperation agreements to attend the situation of letting the ASEAN be the pivot of projecting military power. Finally, analyze the affect of the new Asia-Pacific strategy of the US to the international structure, the ASEAN and the US itself through analytic hierarchy process. The transformation of the international structure will be slow if the new strategy works and this international structure will be sustained in the foreseeable future which is to the benefit of the US. The direct influence to the ASEAN is improving its own international status. For the US itself, its vested interests would be safeguarded on the one hand, on the other hand, the lifespan of hegemony of the US. In the end of this passage, suggestion is proposed for China to deal with the new development between the US and the ASEAN. On the basis of appropriate handling domestic affairs, taking the advantage of both geography and traditional connection is significant to consolidate the relationship between China and the ASEAN.
