With the continuous development of economic globalization, the social environment has undergone profound changes, higher requirements for public goods and social services have been raised. As the organizations providing public goods and services to the community, the public sector is facing unprecedented challenges. To face the challenges of the initiative, and actively improve their own development, is an important issue of public sector reform.As a basis for public sector human resource management human resources performance appraisal could provide timely and accurate assessment of operating conditions, which plays an important effect in promoting the construction of the public sector itself, guiding individual development, and promoting the construction of democratic politics. Western countries, introduced the public sector human resource performance appraisal earlier, has formed a complete and scientific public sector human resource performance evaluation mechanism. With the rapid development of China’s economy, public sector human resource performance appraisal has been more widely used. However, due to the late start of the relevant exploration, the deep impact of traditions, and the particularity of China’s social development, public sector human resource performance appraisal is still facing many problems, its role has not been fully exploited. Therefore, building a public sector human resource performance appraisal mechanism which is adapted to China’s national conditions is the core issue of public sector reform.Studies on the public sector performance evaluation were conducted based on the theories of human resource performance appraisal as well as domestic and foreign experience, Taking government civil servants performance appraisal as example, aiming to provide a reference to the improvement of China’s public sector human resource practices. This paper is divided into five parts:The first part, based on the analysis of background and significance of public sector human resource performance appraisal mechanism, the method and content of this paper was presented.The second part, summarized relevant research on public sector human resource performance appraisal mechanisms, and analyzed its effects on promoting the construction of the public sector, guiding individual development, enhancing democracy.The third part, based on exploration of the development and current condition of China’s public sector human resource, summarized the problems and its causes.The fourth part, by studying the process and trends of western countries’ explorations, analyzed their experience, and summarized its Implications for China’s practices.The fifth part, according to the problems of China’s public sector performance appraisal system, combined with the practical experience of Western countries, proposed measures to improve the performance of public sector human resource evaluation system in terms of assessment process, methods and outcomes.Construction of public sector human resource performance appraisal system in line with China’s condition has significances to accelerate public sector reform, promoting democracy in the political process, and to further promote the steady and rapid development of society.
