Facing the situation of transmutation, Cen Chunxuan and Yuan Shikai, are important people in the semi colonial and semi feudal society. Both of them made their own contribution to this country. One has a deep interest in the central, the other in the local, so they can be counted as a microcosm of the relationship between central and local game,they are informed not only by the bourgeois reformism, but also by the feudal stubborn conservative bound. They faced the impact of foreign capitalist economy, and also have to tightly guard the feudal Confucian orthodoxy, which are related to the semi colonial and semi feudal society has a very important relationship. Therefore, from the character, Cen Chunxuan and Yuan Shikai, in some kind of meaning, are transitional figures.In the background of the situation changing, at the key point of historical sharp corner, Cen Chunxuan and Yuan Shikai are changeable. And in the different period, they didn’thave the same choice. Because of their different positions, considerations and selections, from them, we can get a glimpse of politics. All of these problems need to be analyzed further and specific, Cen and Yuan, in the late Qing Dynasty, experienced the three processes:The reform movement, new policies of latter stage of Qing Dynasty, and the National Republic, they are different content, and its significance is also different, and occupy a larger proportion in their entire political career at the same time, they are also accompanied by changing their choices as well as the political career track. So the internal conflict in the ruling class which is based on the power benefit has increasingly intensified, and it reflects the central and local, Manchu and Han, centralization and decentralization. In the final analysis, it reflects the contradiction between the new change and the vested interest. After all, in order to accept the new changes, people often take some actions which bring out some losses. In addition, for thousands of years, the "men tilling the farm and women weaving" peasant economy, Confucian holy word just like "Heaven changed, but Dao doesn’t", all kinds of factors in the long development extended, staggered, complicated, eventually, become a stumbling rope reform.
