Hainan Legal System Development And Utilization Of Coastal Zone Research

Because of unique coastal location, rich variety of biotic and abiotic resources and geographical advantages, Hainan plays a very important role in coastal country.It’s not only the smallest land province, but the largest ocean island except Taiwan Province. With the in-depth construction of the international tourism island, the big challenge Hainan faces is how to be efficient to develop coastal zone and go hand in hand to achieve the coastal utilization protection and sustainable development. Without any "Coastal Zone Management Act" fully conducting to protect it,"Hainan Special Economic Zone protection and development of coastal zone management regulations" was adopted On March30,2013and implemented on May1,2013. The protection of coastal zone development in Hainan has marked a new chapter.Researching the development and protection of coastal zone protection must first be accurately defined the concept of coastal zone and grasp of the concept of law is the premise of law studies. In order to clarify its connotation and extension of the coastal zone for scientific research, the scope of its setting and management system also can be targeted. This requires the definition of the relevant disciplines study the coastal zone, combined with domestic and international legal definition, legal language to be further defined. On this basis, with the current situation in China and other countries for the protection and development of the coastal zone, coastal zone as a natural protective barrier to Hainan Province, so it’s urgently required to know the conditions of Hainan, protection and exploitation, analyze the existing problems in the protection and exploitation, summarize the principles and solutions of the sustainable development coastal zone. Therefore, Hainan to achieve sustainable development and utilization of the coastal zone should attract our attention.
