The Development Study Of Pension Service In Yuci

The result of the sixth National Population Census illustrates that the permanentresident population over65in Yuci is53,463, about8.41%of the total population. As athird-tier city, Yuci has already faced the problem of aging population during theundeveloped stage of local economy. How to deal with this crisis successfully isdirectly related to Yuci’s further development. Within the degradation of familyendowment, Yuci has been actively exploring the suitable endowment. The institutionsendowment patterns has become one of the most effective ways to solve the agingproblem.The development of the regional endowment institutions is depended on thedevelopment of institutions themselves as well as requirements of the institutionalpension.By the end of2013, there are12endowment institutions, including6urbanendowment institutions,4rural ones and2social welfare institutes. There are1,105beds, including398private ones and707public ones. Based on the deeply investigation,this paper will choose the three following endowment institutions in Yuci as the sampleto do the field survey. The Futai Apartment for the Aged, a private non-profitendowment institution, has260beds and74.24%occupancy rate. As for the ElderlySocial Welfare Institute, a public welfare pension institution, it has140beds and91.43%occupancy rate. Finally, the North Field Elderly Welfare Institute, mutuallyinvested by the province and district government, regulated and constructed by thetownship, is a public pension institution which owns100beds,40%occupancy rate and13workers.With the weakening of the family pension function, the elderly and their familieshave gradually accepted the endowment institution. In order to analyze the endowmentinstitutions, the paper chooses300elders over60as the informants and do the analysisfrom three perspectives: the willingness of the elderly living in pension institutions, thecost of institutional pension burden and the demand for the institutional pension service.The survey shows that over16%of the elderly accept the institutions endowmentservice. Under these conditions such as higher income level, higher educational level,steady occupation, small family, less children, low financial burden, the elderly willmore likely to choose institutions endowment service. Conversely, the willingness is lower. In addition, the fully equipped facilities, higher quality of service, providingsufficient spiritual service will attract more elderly people and fulfill their requirments.The service in Yuci is gradually gaining the recognition of the elderly and theirfamilies. However it is mainly influenced by the income level, education backgroundand facilities. According to the analysis of the supply and demand contradiction, theYuci endowment institution service exists the following problems: the limited objects,inappropriate management system, non-compliance supporting standard, insufficientstaffing, etc.The promotion of Yuci institution endowment service need implementing fromthree aspects: formulating implementation plan to providing the institutional guarantee,offering fully supporting and facilitating the development, and cultivating more servicestaffs and ensuring the quality.
