Comparative Research On Governance In Local Government Between The United States And China

Local government governance system and its modernization of governance ability are an important content and basic foundation of national governance system and its modernization of governance ability. It closely related to the safety of the CPC’s governing ability, the prosperous of the country as well as the stability and harmony of the nation. The U.S. has accumulated abundant experiences on research of the local governance theory and its application. The study in the comparison of the local government governance between Sino-US aims to absorb the experience critically from the local government governance in the U.S., seeking a way in the innovation of the local government governance in China. It also has certain significance in advancing of the national governance system and its modernization of governance ability which has been put forward in the Third Plenary Session of the Eighteen. The author has studied in the Department of Political Science at Frostburg State University in USA as an exchange student. In the period, the author has a deep study on the local governance theory in America and its application which strengthen the interest on the local government governance so that it becomes one of writing motivation of the thesis after a collection of some relevant information.This thesis mainly consists six chapters to make a comparison study on the local government governance system between the U.S. and China. Chapter One gives an introduction about the research background, research significance and literature review both in abroad and at home. Chapter Two is the theoretical framework—Local Governance Theory, including the concept of local government and local governance. Chapter Three makes a comparison study on political environment of the local government governance between the U.S. and China based on the aspect of the state structural form, the political organization form, the political party system, the number of local government, and so like. Chapter Four makes a brief comparison in the aspect of orientation, system and supervision of the local government decision-making system both in the U.S. and China. Chapter Fiver focuses on the local government performance measurement both in the U.S. and China through its concept, subject, indicator system, and application of the result. Chapter Six concludes the enlightenment of the local government governance in China based on the comparison study in the local government governance both in the U.S. and China. Throughout the improvement in handling of the relationship between central and local government, transforming the function of government to build a service-oriented government, strengthening the citizen participation and the scientific assessment mechanism, it aims to promote the ability of the local government governance.
