Foreign Assistance seemingly is an action, acting by modern international behavior body such as state or international organization, adhering to the lofty moral standards, to aid other members of the international community. But apart from some disaster relief, there are actual interests pursuing behind most of the foreign assistances. Actually, foreign aid is a novel flexible policy tool in the process of international exchanges in modern society. The United States, As a superpower in the world dominance for a long time after World War Ⅱ, its foreign aid activities is a effective policy tool to implement foreign strategy, and a successful model of foreign aid policy practicing, because it’s long-term developing, large-scale, and it has a regular operating mechanism after World War Ⅱ.As a long-term U.S. recipient, Pakistan has ever received a large-scale and variety of U.S. aid. But due to the geopolitical, historical and cultural reasons, relations between the two countries fluctuated, and so did the U.S. aid to Pakistan:sometimes the amount is so huge that the Pakistan was at the forefront of the global U.S. Assistance recipients, sometimes the assistances were even replaced by sanctions. The complexities of U.S. aid to Pakistan makes it a good case to study bilateral aid from U.S.. Especially after the9/11event of2001, Because of the Counter-Terrorism War, US not only restored relations with Pakistan, but also provided a huge amount of aid to Pakistan, the change in this process is very worthy of study.Firstly,The article reviewed U.S. Assistance to Pakistan before9/11; nextly, it conducts a analysis on the two main dimensions of how the9/11event affected the strategy of U.S. aid to Pakistan and the US-Pakistan relations; then, to understand well of U.S. aid to Pakistan after9/11, it analyzed the changes of U.S. aid to Pakistan after9/11, by the objectives, measures, types, amounts, implementation mechanisms, conditionalities and limitations; Lastly, it analyzed the factors that resulted in the changes of the assistances, on the basis of comparison of U.S. Assistances to Pakistan before9/11.There are complicated and numerous factors that influenced the changes of US-Pakistan bilateral assistances, but the bedrock of core factors is U.S. National security interests. However, U.S. National security interests varied and changed in different periods, resulted in dynamic changes among those factors. In different periods, the same factor has different influences on U.S.-Pakistan bilateral assistances.
