Government Spokesman (GS) is an important initiative that caters to the needs of the times of open government and guarantees the public’s right to know. Although GS, as a system of the disclosure of government information, is under promotion and construction, it is also a job position, for which the new media age has posed new capacity and quality requirements. GS’s personal competence and occupational attainment sometimes can directly determine the quality of government press release work. In particular, the modernization of science and technology and the freedom of information in the current new media environment have posed challenges to GS’s capability building. As a key talent resource of public departments, GS should keep improving their professional, practical and innovative capabilities so as to add value to the "service-oriented government" and "responsible government". Therefore, the research into GS’s capability building in the new media environment is a major HR project in China’s public departments.Based on the case study of the status quo of TC city’s GS, this paper makes an analysis of GS’s capability building in the new media environment with such principles as public department’s HR management, political communication, public administration and journalism&communication, etc. in an effort to provide some references for the personnel training of China’s local GS in the new media environment.
