A Study On Government-Dominated Charities’ Mode In Underdeveloped Areas

For charities, there is a significant difference between current China and foreign countries. Chinese charities got developed under the domination of government, so a government-dominated developing pattern for charities had been formed gradually. Chinese charities were well carried on by this kind of pattern that with Chinese special political characteristics. Though the folk character should be highlighted in overall trend of charities development, in current period, due to the unbalanced developing level of regional economy and social governance, with the restriction of economic development, the folk charities didn’t develop well in underdeveloped areas because of the insufficient fine environment. In addition, resulted from the ever-lasting crisis of charities credibility in recent years, the developing level of charities is far more behind and the good effect of government-domination is not obvious in underdeveloped areas. Charities that dominated by government are facing problems and difficulties while playing a role. So how to direct the charities effectively is an urgent problem that should be resolved by underdeveloped areas government.In this article, the author researched and probed some relevant documentary on government responsibilities and charities. Based on other scholars’ research, the author identified the connotation of charities development that dominated by government, then, deeply researched it by the use of government responsibilities theory and third-party governance theory. The author’s analysis including four aspects:1, the necessary existence of government-dominated charities;2, main problems for this kind of pattern;3, specific performance of these problems in Luzhou, underdeveloped areas;4, suggestions on how to effectively direct charities by government.The research of Chinese regional charities is mainly carried out in developed areas, there is still not more discussion on how to develop charities in underdeveloped areas. Meanwhile, as the issue of government domination, we can see the calling for a thorough change in many academic views, which leads to less researching achievement in government-dominated charities. By researching this special subject of government-dominated charities in underdeveloped areas, the author advised government on how to encourage and support charitable organization to develop well, strengthen supervision for charitable activities, protect reputation of charitable organization and create good developing environment for charities. Through this way, the author gives reference resources on promoting charities development in underdeveloped areas and probing effect of government-dominated charities.
