Poverty is one of the social issues of common concern to all countries in the world today, it is also a big conundrum for the all countries in the world.Since the World War Ⅱ,with the advantages of world hegemony status and the aid of the development of the third revolution of science and technology,the development of the America’s economy has made great strides,and this county quickly accumulated a large number of social wealth, economic prosperity, material abundance. However, under the surface of the prosperity and abundance, there are also a lot of poverty group in the United States.In this nation of "natural rights",these poverty group is also under the political and social discrimination. With the vigorous development of the black civil rights movement, how to solve the poverty problem, especially the black American’s poverty problem became the Johnson administration’s top priority. For this purpose, on the basis of the policies inheriting from the previous government, the Johnson administration implemented a series of effective anti-poverty measures. These anti-poverty measures reduced the stress of poverty to a certain extent, eased the social contradictions and promoted the development of the economy. At the same time, because of the Johnson administration’s anti-poverty policy did not touch the changing of the American’s basic system,the poverty problem in the United States cannot be fundamentally solved.
