However, under the surface of the prosperity and abundance, there are also a lot of poverty group in the United States.In this nation of "natural rights",these poverty group is also under the political and social discrimination. With the vigorous development of the black civil rights movement, how to solve the poverty problem, especially the black American’s poverty problem became the Johnson administration’s top priority. For this purpose, on the basis of the policies inheriting from the previous government, the Johnson administration implemented a series of effective anti-poverty measures.
