| Since the nineteen eighties, with the development of China’s economy, the fourth and the fifth policing revolution also unceasingly thorough and the development, they were to the community and information as main features. Pay attention to efficiency in that period, the state streamlined body, but is facing a serious shortage of police phenomenon, with the police officer to form, to become part of the public security organ indispensable. The country had in2003, through public examination for the whole society to choose employment social backbone to public security organs to provide technical support, management and administrative services, better to strengthen the public security system. The civil service system of police can improve the policing operation efficiency, optimize the police team, achieve the effective combination of police resources. Can alleviate the contradiction of police, to rationalize the police resources, promote social harmony. And to save money for government. Also can improve the level of knowledge of public security team. Therefore, in order to solve the current shortage of police force, optimize the allocation of police resources, we must explore and establish the public security of civil servant system with Chinese characteristics.Based on a comparative study of the domestic and foreign public security civil service system, the definition of China’s police officer related concept, the lack of Police Officer Liability in our country, and analyzes the main problems existing in the implementation of the reason lack of responsibility and our country public security civil service system, and finally puts forward the corresponding solutions. The thesis consists of five chapters.This paper is divided into five chapters, the first chapter is the introduction, clarifies the research purpose and significance; at the same time the research status on the public security civil service system at home and abroad are compared, expounds the theoretical basis of this study, research methodology and framework and the main innovations. Second chapter elaborates the definition of police clerk occupation responsibility, from the connotation and characteristics of the reasonable definition on the public security civil service system in two aspects, and the related concept of police officer occupation responsibilities are defined, followed by that of the occupation of our police clerk to shoulder the responsibility, so that we can better understand the police officer. The third chapter expounds the manifestation and cause of lack of occupation duty police clerk, first introduced the absence of occupation duty police officer performance, followed by analysis of the reason for this lack of responsibility. The fourth chapter analyzes the police officer occupation moral construction, establish and improve the responsibility of management mechanism. Firstly analyzes the necessity of establishing responsibility management, then discusses the basic principles of establishing the mechanism of police officer responsibility management, finally puts forward some establishing a sound mechanism for police clerk responsibility management measures. |
