In spite critical role that women play in sustaining the family and the great contribution they make to the economy and other areas of development in African society, they have largely been excluded from participation in the decision-making processes and mainstream activities of most facets of life, especially politics. This paper examines the different international instruments, like:protocols, Resolutions and Declarations on gender. And also the factors that hinder women’s participation in democratic process or political activities and traces them mainly to the existing institutionalized structure, beliefs, and the value system. It argues that although there are liberal laws, as constitutional provisions and public policies which espouse and advertise the full guarantee of women’s right in a number of African countries, reality on the ground shows that deep traditional and cultural barriers which constrain women continue to be the head or to lead men. The paper analyses the importance of women’s representation and political participation within legislative bodies, including the African Union, which has adopted a fifty percent quota for women. And some methodology or political systems adopted by some African countries to make gender balance at the top of leadership and equal opportunity society.
