Since China’s reform and opening up which leads to the transformation of the government’s role and the professional development of the government’s function division, the contradiction between government agency setting and government function transformation are becoming more and more obvious. And how to transform the government function while reforming government agencies, and how to realize optimization and reorganization while transforming the function have become the main theme of reform of Chinese government agencies in the new era.Since the early1980s to the year2008, Chinese government agencies have undergone five rounds of reform, and each saw some fruit but many problems left in the meantime especially problems in the integration of political resources such as power, cadres and talents, organization and agencies, and policies and laws and regulations. They are caused by either not paying enough attention to resources integration when reforming the agencies or coming across extreme resistance, which led to the failure of reaching the set goals in the five rounds of reform. Coming into the21st century, as the reform is deepened and the process of building a well-off society in all-around way is expedited, to integrate the political resources mentioned above becomes more important and urgent. Against this background, the reform of Chinese government agencies enters into the period of super-ministry system. Started in2008, the reform of super-ministry system has been progressing steadily. After the establishment of the new leadership of central government in2013, the super-ministry reform went into the second phase. By now, this reform is still being conducted. To choose the issues of integration of political resources in super-ministry reform as the research topic endows this paper with relatively high theoretical value and practical meaning.Structurally, this paper is divided into6parts from the Introduction to the Conclusion. The Introduction mainly introduces some related research trends, and attempts to define some key concepts of this paper and introduces the significance of this paper, theoretical basis and innovation. Chapter One retrospects the five rounds of agencies’reform of Chinese government in the new era, and briefly reviews achievements and problems in the reform so that the readers can generally know the history of the reform of the super-ministry system. Chapter Two presents the current situation and related measures of Chinese government’s integration of political resources to promote the super-ministry system, and focuses on the political resources’ integration of power, cadres and talents, organization and agencies, and policies and laws and regulations, expounding on some measures’background and process. Chapter Three analyzes the existing problems and reasons of political resources’promoting the reform of super-ministry system in China, and elaborates on impact of official standard, the lag-behind system, deficient mechanism and the lack of participated political culture on political resources’integration to promote the super-ministry system. On basis of the former chapters, Chapter Four firstly analyzes the reasons and further comes up with advice and reflection on how to further integrate political resources to promote the reform of super-ministry system, including better educating the cadres and develop their ideology of using power scientifically, perfecting the system of resources’integration, cultivating political culture and learning scientifically from international experiences. The Conclusion summarizes the question this paper analyzes. On the whole, this paper realizes that since the government came into being, contradictions in structure and function evolve as the time goes forward. To solve these contradictions and conform to the need of government agencies’ division based on specialization, structural adjustment, function transformation, and cross-department cooperation must be conducted so as to realize the optimization and integration of all kinds of resources and to reach the goal of low power efficiency. This paper presents its novelty in topic selection, research method and material collection. Firstly, the topic is novel. This paper breaks stereotype of current academic field’s research on super-ministry system, and attempts to study the integration of political resources in the process of super-ministry system from the perspective of politics of resources. Secondly, this paper makes use of the cross-discipline research method. The study of the integration of political resources to promote super-ministry system relates to politics, data science, sociology, administrative management, and systematical science, making the conclusion of the study more scientific and practical. Thirdly, the material is novel. The study of reform of super-ministry system is just starting in China, and researches of specialists and scholars are not deep enough. When selecting the material for the argument, this paper focuses on introducing new reform measures from the past reform measures, closely follows the current reform measures to ensure the paper time-efficient.
