The task of this thesis is to find the problem of the interested in the eyes of the law on the legal norms through the two typical cases and the exploration of the tendency of administrative proceedings plaintiff qualifications in other foreign countries in combination with the current situation of legislation of the interested in the eyes of the law of the administrative in our country. The content of the paper is to raise how to define the right、the right and interest and the legitimate rights and interests to protect the lawful rights and interests of the parties by analyzing the difference standards of the administrative proceedings plaintiff qualifications which the law and judicial explanation stipulate contrasting the difference of the standard between the Common law system and the Continental law system. The main purpose of this article is how to explain the interested in the eyes of the law in the legislative and judicial level when the new rights and interests are not incorporated in the laws and regulations and the unified understanding of the interested in the eyes of the law is lack. The authors of this article raise the questions of the interested in the eyes of the law on the legal norms by analyzing the two cases and bring forward some opinions.
