The Local Government Function Positioning In Promoting Development Of The Service Industry

The prosperity and development of service industry is the basic characteristic ofthe modern economy,but also an important indicator to measure the level of economicdevelopmentof a country or a region.From the international and domestic situation,theservice industry of western developed country is higher than developing country.thelevel of service industry in China is lower.therefore,from the central government to thelocal governments have pay attention to the development of service industry.As a part of social public bodies,local government plays an irreplaceable role in thecultivation of modern economy and the development of service industry.In addition toassume the economic,political,cultural and other government functions,the basic levelgovernment in the development of service industry to focus more on thespecification,guidance,coordination and service functions.In fact,the local governmentin economic development exists more or less “vacancy”,“offside”,“dislocation”andother issues,the rapid development of a certain extent restricted the local serviceindustry.Therefore,it is important that the local government clear it’s functions and placea reasonable position.Based on the new public service theory as the guide,comprehensive academicresearch in the function of the government,this paper taked Gusu District government asa case, described the Gusu District service industry development scale,structure,development status, summarized the Gusu District government in the development ofservice industry in the process of measures,summed up the development of serviceindustry,the function of local government.At the same time,the government ofManhattan,Hongkong,Shanghai and other service industries more developed regionsexperience,put forward some suggestions to perfect the mechanism of local government should,planning guidance,policy support,optimize the space,to create the environmentto further improve the function,in order to better in theory and practice to promote thedevelopment of service industry,enhance the level of economic and socialdevelopment.
