Rural and pastoral villager autonomy system is a basic democratic system in chinese country, is a important achievement of China’s socialist democratic politics, is also an important safeguard of democratic power of farmers and herdsmen. village self-government is the majority of farmers and herdsmen directly exercise their democratic rights, their own affairs according to law, and act the implementation of self-management, self-education, self-service. Inner Mongolia is located in the northern of China, a vast territory. the main nation is Mongolian nation, and It is the first place of the regional ethnic autonomy in China. Studying Inner Mongolian autonomy, especially in pastoral can promote the pastoral village self-government construction democratization, rich democratic theory of socialism with Chinese characteristics, promot pastoral grassroots organizations, improve pastoral villager autonomy system.The article is based on the research of many scholars, through cisiting pastoral deaply, combined with Baotou Damao area Xilamuren town Huhediansu country, studying practical implementation of villager autonomy in Inner Mongolia pastoral villagers. It describes the development process current situation and existing problems of the Inner Mongolia autonomous pastoral villagers, analyzes the main causes of the problems, and on this basic, give some advises to improve and perfect the Inner Mongolian pastoral proposed system of village autonomy proposal. Firstly, to improve pastoralists democratic consciousness; secondly, to clear country "two committees’duties; Thirdly, place emphasis on ethnic characteristics, to improve the system of villagers’autonomy in pastoral areas in Inner Mongolia; Fourthty, to improve the mechanism for the effective implementation of policies.
