Larceny "pickpocketing" Study Controversial Issues

Since the act of steal becomes criminalization, it has been always controversial about whether the act of steal should be regulated as independent crime and how to limit various elements reasonably. If we want to settle the dispute about whether the act of steal should be regulated as independent crime accurately,the changes of basic value about criminal law which are embodied in larceny revision in "Criminal Law Amendment (Eight)" should be taken into account in the first place.That is to say, this dispute can only be resolved rationally by considering the emphasis of conduct without value from the criminal law embodied in the regulation of the independent crime of steal. Specifically, the following disputes should be settled: whether the number of steal crime’s establishment should be limited; whether the steal crime must happen in public places; whether the objects of steal must be the property of other people; what kind of feature is there in the steal method;whether the time of completing the steal is the same as that of other thefts.
