As the common responsibility of society, the replacement of demobilized officers is top priority related national security, military construction and social stability. In2001, China promulgated "the Interim Measures for replacement of demobilized officers", which proposed the replacement system of combining of government plans and the demobilized officers choosing jobs for themselves. It has received good results in practice. However, as the establishment and improvement of socialist market economic system as well as the further developing of China’s reform, the current replacement of demobilized officers has gradually revealed defects severely and unadapted the market mechanism of employing persons. It has restricted reform process of the state and the army. The Third Plenary Session of the Eighteenth Central Committee of the Communist has proposed to improving policies of the replacement of veterans on the officer system of professionalism. Therefore, it has become a top priority to construct the new replacement system which is adapted of the current social development situation.The article focuses on management mechanism optimization for replacement of demobilized officers. The paper first reviews the historical evolution of the replacement of demobilized officers since the founding of new China. Then the paper elaborates the current replacement policies based on the laws and rules under the authorization of the central government. Secondly, the paper lists many issues existing by investigation and analyzes the reasons. Thirdly, by comparative analyzing the replacement system of retired officers of foreign countries, the author finds a lot of beneficial enlightenments. Finally, on the basis of the principles must adhere to, the author presents concrete proposals for the management mechanism optimization.The paper explores the management mechanism both on theory and practice through the method of literature survey, comparative analysis, systematic science and interview. The paper draws three conclusions. The first, the system construction has to base itself on the national and military conditions of China and gradually adapt the market mechanism premised on the officer system of professionalism. The second, as a political task, the replacement management must adhere to the political, scientific, applicable and continuous natures and show support and preferential treatment for demobilized officers. The third, the replacement management is a systematic project. We should optimize the mechanism by formulating the system, improving the replacement mode, creating a special agency and developing human resources.
