Research On The Self-generating Result Deviation Of Chinese Local Government Performance Evaluation

The performance evaluation result doesn’t accurately reflect object’s performance status, currently is a bottleneck problem of our government performance evaluation’s further development, which concern its credibility. Further study the deviation of government performance evaluation result, sort out the deviation type, forms, formation mechanism, and search for corresponding repair mechanism. To avoid the government performance evaluation fall into enjoyment plight, lost continued ascent punch, be another show tool of government.This article based on the discussion of government performance concept, contrast china and western government performance evaluation’s development, point out specific characteristics in the deviation of Chinese government performance evaluation result, based on system theory; divide it into self-generating deviation and environmental deviation. According to PV-GPG models, further analysis the root and magnify mechanism of government performance evaluation self-generating deviation, with Gansu model, analysis the form of self-generating deviation, summarize forming mechanism, and raise fix suggestion in the end.This paper thinks the loss of public values is the root of government performance evaluation self-generating deviation, the organizational management expires is magnify mechanism; self-generating deviation embodies in the subject deviation, object deviation and technical deviation. Subjects’accrual not in clear is the subject deviation; objects causes interference with strategic act is object deviation; unscientific evaluation index system, unreasonable method and nonstandard evaluation process create technical deviation. To repair government performance evaluation self-generating deviation, this paper thinks that we should work hard on four aspects:restore public value, transform the subject, restrain object and optimize technical.
