In recent years, with the land resources reduction, population growth and technology improvement, human being is facing with the contradictions between sustainable development and resource depletion, environmental protection. The "Blue Revolution" marked by exploitation of marine resources is developing an unprecedented wave, and the marine economy has become an important part of the national economy.21st century will be the "maritime century", and Oceans management is a reflection of a national ocean policy. With the strengthening of sea power and the entry into force of the United Nations Convention, coastal States have established maritime law enforcement system. Developed countries in the world, including the developed shipping countries, have implemented the active marine development strategy to step out in the world in the integrated maritime law enforcement.Ours is a maritime power, and has a large population. Oceans have great potential and strategic importance in succeeding and adding land space and resources. Developing and protecting ocean has become important tasks of the safeguard of the healthy and sustainable development of the national economy. Since entering the21st century, especially in recent years, our marine territory is violated repeatedly, and rights were challenged on the sea. Our Sea-related issues are becoming more complexity, and contradictions have become increasingly prominent. Japan, Korea, the Philippines, Malaysia, Indonesia, Brunei Darussalam, Viet Nam and other countries adjacent to the sea all have disputes with China in varying degrees, so marine protection is extremely critical. China’s current maritime law enforcement system (before the2013reform) in the past has played an active role in promoting economic and social development, and protecting of maritime rights. However, in response to the challenges of the21st century-the ocean century, especially in the process of dealing with maritime disputes with neighboring countries, this maritime enforcement system have restricted the development needs of China’s maritime strategy, and has an urgent need to reform.This paper introduces the basic concepts of marine law enforcement system and the study on the reform of maritime law enforcement at home and abroad, and sum up the four domestic and three overseas representative ideas; Secondly, this paper analyses five typical of developed countries including the United States, Korea, Japan and the United Kingdom and Australia in such areas as maritime administration, maritime law enforcement practices, and comparative study with the maritime law enforcement system in China to identify ways of perfecting the law enforcement management system; Finally, for the status quo of the maritime law enforcement system in our country, according to the summary view, comparative analysis of problems in China’s maritime law enforcement system to put forward some constructive suggestions, in accordance with the steadily advancing, the principle of proper integration.
