The report of the eighteenth session of the National People’s Congress puts forwardthat we should carry forward separating government functions from enterprisemanagement, separating government functions from assets, separating governmentfunctions from business unit, separating government functions from Social affairs, makethe service-oriented government functions of science, structure optimization, clean andefficient, the people satisfy deeply according to the goal of setting up theadministrative system of socialism with Chinese characteristics. Meanwhile, the reportpoints that we should innovate management style, improve the government’s credibilityand executive force. At present, we have entered into “big date” era, Informationnetwork technology take a very important role in the process of building servicegovernment, if we want to carry out the spirit of the eighteenth session of the NationalPeople’s Congress, advance the changing of government function and the building ofservice government, developing the the electronic government affairs is quiet urgent.Based on this background, the article firstly carding the current situation of thedevelopment of e-government of America, Australia, Japan and the score, insufficientand the root cause of my country, secondly, take Harbin for example, analyzes the roleof e-government in building service government. In the end, the article references theadvanced experience of the western countries, interpret the realization path ofe-government promoting the construction of a service-oriented government form fiveaspects of setting up the service concept for the center with the public, establishing thegovernment chief executive information system, improving the e-governmentperformance evaluation system, strengthening the construction of e-government ofhuman resources, sounding the e-government law system,hope to provide references for the building of e-government and service government for Harbin and othergovernment.
