Scientific research in school education has solved problems for a school. It provides rich experience for development on education theory, and it promotes the development of school, teachers and students. Teachers’ research is self-conscious. Action research is one of the important means for the professional development of teachers, curriculum development and Reform in Education. However, there are many problems on the selection of projects, schematic design, Summary of results, popularization and application of results and so on. In this article, I carry out the action research method and strategy according to analysis of the practice of observation and case, such as to ensure teachers scientific research work of the time, to improve scientific research management personnel professional quality, to establish management group, to explore new project management mode, establish five systems and to deal with four relations, efforts to achieve from the system of management to the humanistic management. This view is helpful for teachers’action research.The article includes three parts:Chapter One:Introduction,It concludes the posing of a problem, the purpose and significance, review literature, the main contents of research, design and methods of research and theoretical basis of the research.Chapter Two:The Problems analysis of the causes in teacher Action Research and in a High School of S district.This part mainly explains the problem in four sections, such as the design of the research proposal, the process of the research, the summary of the research and the achievements promotion and application. The main conclusion of this part is the teachers have strong enthusiasm but there are many problems in their study. In their research scheme, we can know that they don’t know the theory and documentation well the research design is not specific, the theoretical basis is not clear and the method is not comprehensive. Some study methods exist in name only, they attaches great importance to article but ignore research, they pay more attention to the form but ignore the content, and they value individual but ignore the organization in their research process. And we also find they attach importance to published the articles and ignore communication in their research results. And some of the research is much attention on article than practice. The main reason for the problem is:they have limited time to research, scientific research management personnel’s professional quality is too low to be satisfied by the demand of teacher’s professional guidance, a glimmer of teachers’ scientific research quality needs to improve. The Problems analysis of the causes in teacher Action Research will be helpful the generation of practice management strategy. Chapter Three:The countermeasures in teacher Action Research and in a High School of S district.In this chapter, four countermeasures are mainly elaborated. They are, to ensure teachers study time, to strengthen the professional training of scientific research management personnel, to establish management group, to explore a new project management mode and to establishes five systems such as project supervision system, expert resource sharing system, the training system and the achievements promotion system and try to deal with the four relations. look forward to the achievement from the system of the management to the humanistic management.
